Sabah, land of unsual names a result of Project IC?

The two headlines in the 'Most Viewed' of The Star Online today, Monday May 21, 2012:

I'm just wondering if the infamous Project IC had caused some or most of these unusual names to be carried by 'uneducated' illegal immigrants whom BN granted citizenship to.

Is it possible that millions of ICs were given to illegal immigrants in Sabah during Project IC so much so that ordinary names like Ali, Abu and Ah Kow were 'overused'?!
